DEVELOPMENT PARTNERS

Economic Development at the airport is a centered on a strong partnership of cooperating governments and industry. Incentives are available to qualified businesses locating on the airport because all development properties are located within an Enterprise Zone.

JACKSON GROWTH ALLIANCE:

Jackson Growth Alliance is a not for profit economic development corporation that encourages economic and community development for all of Jackson County and the greater southern Illinois region. Jackson Growth Alliance unites the efforts of the Jackson County government, City of Carbondale, City of Murphysboro, Southern Illinois University, Southern Illinois Airport Authority and the Jackson County business community for the achievement of economic and community development goals.

Jackson Growth Alliance works closely with the Southern Illinois Airport Authority in the development of partnered with SIAA in the preparation of the Southern Illinois Airport Development Plan, and markets the business development opportunities at the TechPark. Jackson Growth Alliance can assist businesses with their developments at the TechPark.

SIU DUNN-RICHMOND ECONOMIC DEVELOPMENT CENTER

Southern Illinois University operates a series of business assistance programs available to local industry. Among those are the Small Business Development Center, the Technology Commercialization Center and the International Business Office. Services are available through these programs at low or no cost and at any point in the business’s progression.

INCENTIVES:

ENTERPRISE ZONE

The TechPark provides economic development incentives through the Jackson County-Murphysboro-Carbondale Enterprise Zone.

1. Abatement of Property Tax on New Improvements

Property tax on real estate improvements that raise a commercial, industrial or manufacturing property’s fair market value by more than $10,000 is abated at the following schedule:

  • 100% of property tax on the new improvement is abated for the first (5) years after project completion
  • 50% of property tax on the improvement is abated for the second (5) years after project completion

2. Deduction of Sales Tax for Building Materials

100% of sales tax on materials used for construction or renovation of buildings in the Enterprise Zone can be deducted at the time of purchase. This provision applies to commercial or industrial construction.

3. Waiver of Building Permit Fees

Building permit fees on any renovation, expansion or new construction project within the Enterprise Zone are waived. The waiver of fees applies to building, plumbing, electrical, demolition, site plan and zoning certificate fees for permits issued for rehabilitation, expansion or new construction.

4. State of Illinois Tax Incentives

There are a number of state tax incentives for investment in an Illinois enterprise zone. These incentives are related to income, utility, and sales taxes. The programs are listed below:

  • Enterprise Zone Investment Tax Credit
  • Jobs Tax Credit
  • Dividend Deduction
  • Corporate Contribution Deductions
  • Income Tax Deduction for Financial Institutions
  • Manufacturing Machinery and Equipment Sales Tax Exemption
  • State Utility Tax Exemption

ENTERPRISE ZONE FEES

The Jackson County-Murphysboro-Carbondale Enterprise Zone charges a fee of (.5%) of the value of building materials, not to exceed $50,000.00 per project. Fees must be paid to the Enterprise Zone Administrator prior to the release of sales tax abatement certificates.
